A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Chapter 1 of Title 50 of the Official Code of
1- 2 Georgia Annotated, relating to general provisions relative
1- 3 to state government, so as to provide that the state and all
1- 4 state agencies and political subdivisions shall be
1- 5 prohibited from entering into any business transaction with
1- 6 a financial institution which has a policy of requiring
1- 7 fingerprints of customers and other persons; to provide an
1- 8 exception; to provide an effective date; to repeal
1- 9 conflicting laws; and for other purposes.
1-10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
1-11 SECTION 1.
1-12 Chapter 1 of Title 50 of the Official Code of Georgia
1-13 Annotated, relating to general provisions relative to state
1-14 government, is amended by inserting at the end thereof the
1-15 following:
1-16 "50-1-7.
1-17 The state and every political subdivision and agency
1-18 thereof shall be prohibited from entering into any
1-19 business transaction with any financial institution,
1-20 savings bank, national bank, or state or federal credit
1-21 union or savings and loan association which has a policy
1-22 of requiring the fingerprinting of any individual as a
1-23 prerequisite to completing any transaction; provided,
1-24 however, that this Code section shall not prohibit the
1-25 cashing of checks or other instruments drawn on any such
1-26 institution on which the state or a political subdivision
1-27 or agency is the payee."
1-28 SECTION 2.
1-29 This Act shall become effective upon its approval by the
1-30 Governor or upon its becoming law without such approval.

2- 2 All laws and parts of laws in conflict with this Act are
2- 3 repealed.
