A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Part 4 of Article 4 of Chapter 11 of Title 16 of
1- 2 the Official Code of Georgia Annotated, relating to criminal
1- 3 offenses involving unlawful teaching and training concerning
1- 4 dangerous instrumentalities for unlawful purposes, so as to
1- 5 prohibit communication of information concerning such
1- 6 matters under certain circumstances; to redefine the
1- 7 criminal offense involved; to provide for related matters;
1- 8 to repeal conflicting laws; and for other purposes.
1- 9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
1-10 SECTION 1.
1-11 Part 4 of Article 4 of Chapter 11 of Title 16 of the
1-12 Official Code of Georgia Annotated, relating to criminal
1-13 offenses involving unlawful teaching and training concerning
1-14 dangerous instrumentalities for unlawful purposes, is
1-15 amended by striking Code Section 16-11-151, relating to
1-16 prohibited activities, and inserting in its place a new Code
1-17 section to read as follows:
1-18 "16-11-151.
1-19 (a) As used in this Code section, the term 'dangerous
1-20 weapon' has the same meaning as found in paragraph (1) of
1-21 Code Section 16-11-121.
1-22 (b) It shall be unlawful for any person to:
1-23 (1) Teach, train, communicate, or demonstrate to any
1-24 other person the use, application, or making of any
1-25 illegal firearm, dangerous weapon, explosive, or
1-26 incendiary device capable of causing injury or death to
1-27 persons either directly or through a writing or over or
1-28 through a computer or computer network if the person
1-29 teaching, training, communicating, or demonstrating
1-30 knows, has reason to know, or intends that such
1-31 teaching, training, communicating, or demonstrating will
1-32 be unlawfully employed for use in or in furtherance of a
1-33 civil disorder, riot, or insurrection; or

2- 1 (2) Assemble with one or more persons for the purpose of
2- 2 being taught, trained, communicated to, or instructed in
2- 3 the use of any illegal firearm, dangerous weapon,
2- 4 explosive, or incendiary device capable of causing
2- 5 injury or death to persons if such person so assembling
2- 6 knows, has reason to know, or intends that such
2- 7 teaching, training, communication, or instruction will
2- 8 be unlawfully employed for use in or in furtherance of a
2- 9 civil disorder, riot, or insurrection.
2-10 (c) Any person who violates any provision of subsection
2-11 (b) of this Code section shall be guilty of a felony and,
2-12 upon conviction thereof, shall be punished by a fine of
2-13 not more than $5,000.00 or by imprisonment for not less
2-14 than one nor more than five years, or both."
2-15 SECTION 2.
2-16 All laws and parts of laws in conflict with this Act are
2-17 repealed.
