                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 20-3-519.2 of the Official Code of 
  1- 2  Georgia Annotated, relating to eligibility requirements for 
  1- 3  a HOPE scholarship at a public postsecondary institution, so 
  1- 4  as to allow students to receive such scholarship for up to 
  1- 5  an additional 16 semester hours if such hours are required 
  1- 6  for the student to earn a degree due to the institution's 
  1- 7  shift from a quarter to semester system of course work; to 
  1- 8  provide an effective date; to repeal conflicting laws; and 
  1- 9  for other purposes. 
 
  1-10       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-11                           SECTION 1. 
 
  1-12  Code Section 20-3-519.2 of the Official Code of Georgia 
  1-13  Annotated, relating to eligibility requirements for a HOPE 
  1-14  scholarship at a public postsecondary institution, is 
  1-15  amended by striking in its entirety subsection (g) and 
  1-16  inserting in lieu thereof a new subsection (g) to read as 
  1-17  follows: 
 
  1-18      "(g)(1) Except as set out in paragraph (2) of this 
  1-19      subsection, a student may receive the HOPE scholarship 
  1-20      until the first of these events: 
 
  1-21        (A) The student has earned a baccalaureate degree; or 
 
  1-22        (B) The student has attempted at any postsecondary 
  1-23        institution a total of 190 quarter hours or 127 
  1-24        semester hours; provided, however, that the limitation 
  1-25        of 127 semester hours shall be increased to 143 
  1-26        semester hours with respect to a student who (i) 
  1-27        requires such additional semester hours to earn a 
  1-28        baccalaureate degree as a result of the postsecondary 
  1-29        institution's shift from a quarter to semester system 
  1-30        of course work and (ii) meets the requirements set 
  1-31        forth for a senior student in subsection (d) of this 
  1-32        Code section.

  2- 1      (2) A student enrolled in an undergraduate degree 
  2- 2      program designed to be more than 190 quarter hours or 
  2- 3      127 semester hours in length is eligible to receive the 
  2- 4      HOPE scholarship for the lesser of: 
 
  2- 5        (A) A total of 225 attempted quarter hours or 150 
  2- 6        attempted semester hours; provided, however, that the 
  2- 7        limitation of 150 semester hours shall be increased to 
  2- 8        166 semester hours with respect to a student who (i) 
  2- 9        requires such additional semester hours to earn a 
  2-10        baccalaureate degree as a result of the postsecondary 
  2-11        institution's shift from a quarter to semester system 
  2-12        of course work and (ii) meets the requirements set 
  2-13        forth for a senior student in subsection (d) of this 
  2-14        Code section; or 
 
  2-15        (B) The number of hours required for graduation if the 
  2-16        student has a 3.0 cumulative grade point average of at 
  2-17        least 3.0 after the term in which the student 
  2-18        attempted 190 quarter hours or 127 semester hours." 
 
  2-19                           SECTION 2. 
 
  2-20  This Act shall become effective upon its approval by the 
  2-21  Governor or upon its becoming law without such approval. 
 
  2-22                           SECTION 3. 
 
  2-23  All laws and parts of laws in conflict with this Act are
