                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Part 12 of Article 6 of Chapter 2 of Title 20 of 
  1- 2  the Official Code of Georgia Annotated, relating to the 
  1- 3  effectiveness of educational programs, so as to require 
  1- 4  local schools to prepare written action plans that address 
  1- 5  deficiencies and weaknesses identified in the public 
  1- 6  education report cards prepared by the Department of 
  1- 7  Education; to provide for the appointment of a team of 
  1- 8  persons to prepare the action plan; to provide for related 
  1- 9  matters; to provide for an effective date; to repeal 
  1-10  conflicting laws; and for other purposes. 
 
  1-11       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-12                           SECTION 1. 
 
  1-13  Part 12 of Article 6 of Chapter 2 of Title 20 of the 
  1-14  Official Code of Georgia Annotated, relating to the 
  1-15  effectiveness of educational programs, is amended by adding 
  1-16  a new Code Section 20-2-281.1 to read as follows: 
 
  1-17    "20-2-281.1. 
 
  1-18    Each elementary and secondary school in this state 
  1-19    annually shall prepare an action plan to address 
  1-20    deficiencies and weaknesses which are identified or 
  1-21    highlighted in the public education report card prepared 
  1-22    by the state department of education for that school. The 
  1-23    action plan shall also address or take into account 
  1-24    information, including without limitation test results, 
  1-25    that is more recent than information contained in the 
  1-26    public education report card. The action plan shall be 
  1-27    prepared by a team of persons appointed by the principal 
  1-28    of the school. The team shall consist of no fewer than 
  1-29    nine persons, no fewer than five of whom shall be parents 
  1-30    of students enrolled in the school or residents of the 
  1-31    county in which the school is located, no fewer than three 
  1-32    of whom shall be certificated professional personnel 
  1-33    employed at the school, and no fewer than one of whom 
  1-34    shall be a certificated professional employed by the

  2- 1    school system in which the school is located.  The action 
  2- 2    plan shall be in writing and shall be completed and 
  2- 3    released to the public no later than 60 days after the 
  2- 4    public education report card for the school is publicly 
  2- 5    released by the department.  Copies of the action plan 
  2- 6    shall be available for public inspection at the school and 
  2- 7    at the office of the school superintendent for the school 
  2- 8    system in which the school is located.  Within ten days of 
  2- 9    its public release, copies of the action plan shall be 
  2-10    distributed to members of the local board of education and 
  2-11    members of the General Assembly who represent residents of 
  2-12    the attendance zone in which the school is located." 
 
  2-13                           SECTION 2. 
 
  2-14  This Act shall become effective on July 1, 1999. 
 
  2-15                           SECTION 3. 
 
  2-16  All laws and parts of laws in conflict with this Act are
