A RESOLUTION
1- 1 Honoring Walter P. Lomax, Jr., M.D.; and for other purposes.
1- 2 WHEREAS, Dr. Walter P. Lomax, Jr., is chairman of
1- 3 Correctional Healthcare Solutions, Inc., and a highly
1- 4 successful pioneer in the field of managed health care
1- 5 systems; and
1- 6 WHEREAS, Dr. Lomax began his medical career as a solo
1- 7 practitioner in a south Philadelphia neighborhood in 1958;
1- 8 and
1- 9 WHEREAS, his solo practice evolved into a group practice in
1-10 1971, at which time he became involved with the development
1-11 of the HMO concept in Philadelphia; and
1-12 WHEREAS, in 1982, Dr. Lomax established Lomax Health
1-13 Systems, a management company concentrating exclusively in
1-14 the health care field; and
1-15 WHEREAS, the success of LHS led to the creation of
1-16 Correctional Healthcare Solutions, Inc., which has emerged
1-17 as a major health care in prisons, administering quality
1-18 care which provides health care to over 20,000 inmates in 50
1-19 correctional facilities in 14 states; and
1-20 WHEREAS, in 1989, LHS joined with a Virginia firm to form
1-21 Healthcare Management Alternatives, Inc., which manages the
1-22 HealthPass program for the State of Pennsylvania, providing
1-23 capitated health care to approximately 87,000 Medicaid
1-24 patients in south and west Philadelphia; and
1-25 WHEREAS, in addition to Lomax Health Systems and
1-26 Correctional Healthcare Solutions, the Lomax Companies
1-27 consist of Workers Comp Management, Inc., LEVAS, Inc., which
1-28 publishes HealthQuest: The Publication of Black Wellness,
1-29 and InfoTech Services, Inc., which combines managed care
1-30 expertise with computer information systems development; and
1-31 WHEREAS, Dr. Lomax is especially proud of the fact that his
1-32 six children all work for the Lomax Companies in some
1-33 capacity; and
1-34 WHEREAS, Dr. Lomax ended his 32 years of distinguished
1-35 service as a physician in 1990; and

2- 1 WHEREAS, he serves as vice chairman of AmeriChoice
2- 2 Corporation, which owns HMOs that manage the health care of
2- 3 inner-city Medicaid recipients in Pennsylvania, New Jersey,
2- 4 and New York; and
2- 5 WHEREAS, he is currently affiliated with Pennsylvania and
2- 6 Graduate Hospitals, serves on the faculty of the University
2- 7 of Pennsylvania School of Medicine, is a Fellow at the
2- 8 College of Physicians of Philadelphia, and is a member of
2- 9 the American Medical Association, the National Medical
2-10 Association, the Pennsylvania Medical Society, and the
2-11 Medical Society of Eastern Pennsylvania; and
2-12 WHEREAS, he is a trustee of his collegiate alma mater,
2-13 LaSalle University, the Philadelphia Orchestra, and the
2-14 public radio and television station, WHYY; and
2-15 WHEREAS, in recognition of his years of service and
2-16 contributions to his community, Dr. Lomax has received
2-17 numerous awards.
2-18 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the
2-19 members of this body honor Dr. Walter P. Lomax, Jr., for a
2-20 distinguished career in medicine and business and commend
2-21 him for his significant contributions to his fellow
2-22 citizens.
2-23 BE IT FURTHER RESOLVED that the Secretary of the Senate is
2-24 authorized and directed to transmit an appropriate copy of
2-25 this resolution to Dr. Walter P. Lomax, Jr.
