                             A RESOLUTION 
 
  1- 1  Commending James M. Blaylock and inviting him to appear 
  1- 2  before the House of Representatives; and for other purposes. 
 
  1- 3  WHEREAS, James M. Blaylock is a native of Albany, Georgia, 
  1- 4  now living in Decatur, Georgia; and 
 
  1- 5  WHEREAS, James M. Blaylock is one of nine children of Odolph 
  1- 6  and Jamesena Blaylock, and Jamesena still resides in Albany 
  1- 7  on the family's farm; and 
 
  1- 8  WHEREAS, three of their nine children served in America's 
  1- 9  Armed Forces, including James M. Blaylock; and 
 
  1-10  WHEREAS, James M. Blaylock is a graduate of Monroe High 
  1-11  School, earned a B.S. in Business from Albany State College 
  1-12  in Albany, Georgia, and a Master's Degree in Business 
  1-13  Management from Georgia State University in Atlanta, 
  1-14  Georgia; and 
 
  1-15  WHEREAS, he served in the U.S. Marine Corps as a Warrant 
  1-16  Officer helicopter pilot in Vietnam and was awarded three 
  1-17  Purple Hearts, the Good Conduct Medal, the National Defense 
  1-18  Medal, the Vietnam Service Medal, the Vietnam Campaign 
  1-19  Medal, and other Marine awards and medals; and 
 
  1-20  WHEREAS, James M. Blaylock's helicopter was shot down near 
  1-21  Da Nang, Vietnam, on June 10, 1967, resulting in his third 
  1-22  Purple Heart due to the loss of his right hand; and 
 
  1-23  WHEREAS, James M. Blaylock was thought to be dead on the 
  1-24  battlefield, was put in a body bag, stored in the Da Nang 
  1-25  morgue, and later found to be alive; and 
 
  1-26  WHEREAS, after his extraordinary experiences in the Vietnam 
  1-27  War, he joined the Veterans Administration in July, 1972, 
  1-28  rising to Chief of Prosthetics at the VA Medical Center in 
  1-29  Decatur, Georgia, and has become a leader in his field, as 
  1-30  well as the first recipient of the National 
  1-31  Chief-of-the-Year-for-Prosthetics Award in 1995; and 
 
  1-32  WHEREAS, James M. Blaylock is the current National Commander 
  1-33  of the Military Order of The Purple Heart, the only 
  1-34  congressionally chartered veterans organization for combat 
  1-35  wounded, a founding board member of the Georgia Veterans

  2- 1  Leadership Program, and has devoted his time to the Marine 
  2- 2  Corps League and many other veterans' organizations; and 
 
  2- 3  WHEREAS, James M. Blaylock is the devoted husband of the 
  2- 4  former Willa Bruner of Leesburg, Georgia, and the father of 
  2- 5  one daughter, Heidi, who is currently enrolled at Georgia 
  2- 6  State University. 
 
  2- 7  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  2- 8  REPRESENTATIVES that the members of this body commend James 
  2- 9  M. Blaylock for his dedication to duty, honor, and country 
  2-10  and for achieving the highest elected office within the 
  2-11  National Military Order of the Purple Heart, and for all his 
  2-12  contributions to Georgia, America, and their citizens and 
  2-13  veterans. 
 
  2-14  BE IT FURTHER RESOLVED that James M. Blaylock is invited to 
  2-15  appear before the House of Representatives on a date and at 
  2-16  a time designated by the Speaker of the House of 
  2-17  Representatives. 
 
  2-18  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2-19  Representatives is authorized and directed to transmit an
