A RESOLUTION
1- 1 Expressing the consensus of the General Assembly that
1- 2 Internet access and other electronic communication services
1- 3 should remain exempt from government imposed fees,
1- 4 assessments, or taxation; and for other purposes.
1- 5 WHEREAS, the development of Internet access and other
1- 6 electronic communications services has provided immeasurable
1- 7 social, educational, and economic benefits to the people of
1- 8 Georgia and the United States; and
1- 9 WHEREAS, the technological advances of such services
1-10 continue to develop at an ever increasing rate both
1-11 qualitatively and quantitatively; and
1-12 WHEREAS, these rapidly changing developments have been
1-13 encouraged by a state public policy which facilitates
1-14 technology innovation by restraining government
1-15 intervention; and
1-16 WHEREAS, the growth and development of electronic
1-17 communication services should be nurtured and encouraged by
1-18 appropriate state and federal policies; and
1-19 WHEREAS, the federal government also supports a policy of
1-20 minimal regulation with such services consistent with its
1-21 Global Information Infrastructure Initiative; and
1-22 WHEREAS, this body recognizes that government exercise of
1-23 its taxation and regulatory powers in relation to those
1-24 emerging electronic communication services would likely
1-25 impede the future viability and enhancement of Internet
1-26 access and other electronic communication services in this
1-27 state.
1-28 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
1-29 GEORGIA that it is the consensus of this body that Internet
1-30 access and other electronic communication services should
1-31 remain exempt from government imposed fees, assessments, or
1-32 taxation.
