                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Article 4 of Chapter 5 of Title 21 of the Official 
  1- 2  Code of Georgia Annotated, relating to public officials' 
  1- 3  conduct and lobbyist disclosure, so as to provide that no 
  1- 4  member of the General Assembly shall accept lodging paid for 
  1- 5  by a lobbyist or anyone represented by a lobbyist; to 
  1- 6  provide an effective date; to repeal conflicting laws; and 
  1- 7  for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Article 4 of Chapter 5 of Title 21 of the Official Code of 
  1-11  Georgia Annotated, relating to public officials' conduct and 
  1-12  lobbyist disclosure, is amended by inserting at the end 
  1-13  thereof the following: 
 
  1-14    "21-5-74. 
 
  1-15    (a) No member of the General Assembly shall accept any 
  1-16    lodging paid for in whole or in part by a lobbyist or by 
  1-17    any person, partnership, corporation, association, or any 
  1-18    other entity which is represented by a lobbyist. 
 
  1-19    (b) The provisions of subsection (a) of this Code section 
  1-20    shall not apply to lodging paid for in whole or in part 
  1-21    by: 
 
  1-22      (1) The employer or client of a member in the ordinary 
  1-23      course of the business in which such member is employed; 
 
  1-24      (2) A relative of a member when payment is not related 
  1-25      to such member's governmental duties; or 
 
  1-26      (3) A friend of long standing of a member when payment 
  1-27      is clearly not related to the member's official duties." 
 
  1-28                           SECTION 2. 
 
  1-29  Notwithstanding any provisions of Code Section 1-3-4.1 of 
  1-30  the Official Code of Georgia Annotated to the contrary, this 
  1-31  Act shall become effective on July 1, 1997.
