Day 34 -- S.B. 50 was passed this morning by a vote of 167 to 3 and directs the Department of Education to coordinate local after school programs. The measure is aimed at providing middle school children who have no adult supervision in the afternoons a place to go and participate in activities.
Statistics show overall student attendance increased and teen pregnancy rates decreased where after school programs existed.
Local school boards would have the option to adopt and design their own programs but could turn to the state for guidance if it was needed.
These programs would be required to provide enhanced academic resources, community service activities, and other enrichment activities.
Supporters said that this was good family legislation and these type of programs have nothing but positive results.
Opponents claimed that this legislation would give parents the opportunity to trade off responsibilities of raising a child.
Other measures that passed today included a bill to protect existing shooting ranges from liability when complying with noise control actions; a bill requiring eligibility for compensation to victims of crimes committed that were outside of the state; and allowing sports officials, such as referees, to be deemed independent contractors.
Today's calendar was dedicated to Senate bills only and from here on out will remain that way.
