SENATE RESOLUTION 555

A RESOLUTION
1- 1 Creating the Educators Technology Training Commission;
1- 2 providing for the commission to undertake a comprehensive
1- 3 study and develop a comprehensive plan with respect to the
1- 4 training of Georgia educators in the use of technology;
1- 5 providing for the membership, powers, duties, and operation
1- 6 of the commission; authorizing the appropriation of funds to
1- 7 the commission and the provision of state funds to the
1- 8 commission; providing for the expenditure of funds by the
1- 9 commission; providing for the provision of services to the
1-10 commission; providing for related matters; providing for an
1-11 effective date; and for other purposes.
1-12 WHEREAS, new and emerging technology offers the potential
1-13 for vitally important improvements in education in Georgia;
1-14 and
1-15 WHEREAS, an essential element in the fulfillment of such
1-16 potential is the development and implementation of a
1-17 comprehensive plan for the training of educators in the use
1-18 of technology.
1-19 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
1-20 GEORGIA:
SECTION 1.
1-21 There is created the Educators Technology Training
1-22 Commission to be composed of 14 members. Three members
1-23 shall be appointed by the Governor. One member shall be
1-24 appointed by the Board of Regents of the University System
1-25 of Georgia. One member shall be appointed by the State
1-26 Board of Education. One member shall be appointed by the
1-27 State Board of Technical and Adult Education. Four members
1-28 shall be members of the House of Representatives to be
1-29 appointed by the Speaker of the House of Representatives.
1-30 Four members shall be members of the Senate to be appointed
1-31 by the President of the Senate. The Governor shall
1-32 designate a member of the commission to serve as chairperson
1-33 of the commission. The commission shall meet at the call of
1-34 the chair.

SECTION 2.
2- 1 The commission shall undertake a comprehensive study of the
2- 2 needs of the state with respect to the training of educators
2- 3 in the use of technology and shall develop a comprehensive
2- 4 plan for meeting those needs. Without limiting the
2- 5 generality of the foregoing, such study and plan shall
2- 6 specifically address the methods, facilities, and personnel
2- 7 necessary to meet such needs and the provision of such
2- 8 methods, facilities, and personnel from existing state
2- 9 resources or new sources or both. Such study and plan shall
2-10 also specifically address the funding necessary to meet such
2-11 needs and include a plan for the provision of such funding,
2-12 either through reallocation of existing funding or new
2-13 funding or both. The commission may issue interim reports of
2-14 its study and findings as deemed appropriate and shall issue
2-15 at least one report of its study and findings prior to
2-16 January 15, 1997.
SECTION 3.
2-17 The General Assembly is authorized to appropriate funds to
2-18 the commission for the purposes of this resolution. In
2-19 addition, any officer, agency, or department of the state
2-20 may make available to the commission for purposes of this
2-21 resolution funds appropriated or available to such officer,
2-22 agency, or department. Without limiting the generality of
2-23 the foregoing, it is specifically provided that the
2-24 Governor, the Board of Regents of the University System of
2-25 Georgia, the State Board of Education, the Board of
2-26 Technical and Adult Education, and the legislative branch
2-27 acting through its Legislative Services Committee, or any
2-28 combination thereof, may so make funds available to the
2-29 commission. Any funds so appropriated or made available to
2-30 the commission may be expended by the commission in such
2-31 manner as may be determined by the commission.
SECTION 4.
2-32 The commission is authorized to contract for and engage the
2-33 services of experts, consultants, and staff as may be deemed
2-34 appropriate for the purposes of this resolution. The
2-35 commission may also request the provision of services for
2-36 purposes of this resolution by any officer, agency, or
2-37 department of state government, and all officers, agencies,
2-38 and departments of state government shall cooperate with the
2-39 commission and provide services so requested to the maximum
2-40 extent possible.

SECTION 5.
3- 1 (a) The commission may conduct such meetings at such places
3- 2 and at such times as it may deem necessary or convenient to
3- 3 enable it to exercise fully and effectively its powers,
3- 4 perform its duties, and accomplish the objectives and
3- 5 purposes of this resolution.
3- 6 (b) The legislative members of the commission and any
3- 7 members of the commission who are not state officers or
3- 8 employees shall receive the allowances authorized for
3- 9 legislative members of interim legislative committees. The
3-10 funds necessary to pay such allowances to legislative
3-11 members and private members shall come from the funds
3-12 appropriated to the House of Representatives for members of
3-13 the House, from funds appropriated to the Senate for members
3-14 of the Senate, and from legislative funds for ancillary
3-15 services in the case of private members.
3-16 (c) Any members of the commission who are state officers or
3-17 employees shall receive no additional compensation for
3-18 service on the commission but may be reimbursed for expenses
3-19 incurred in service on the commission by their respective
3-20 employing agencies.
SECTION 6.
3-21 This resolution shall become effective upon its approval by
3-22 the Governor or upon its becoming law without such approval.
SECTION 7.
3-23 The commission shall stand abolished at the adjournment sine
3-24 die of the 1997 session of the General Assembly unless
3-25 extended by resolution of the General Assembly approved by
3-26 the Governor prior to that time.
