Waymond C. (Sonny) Huggins of LaFayette was elected to the state Senate from the 53rd
District in 1996 for the 1997-98 term of the General Assembly. Huggins formerly served in
the Senate from 1983-94.
Senator Huggins is the chairman of the Senate Retirement committee and secretary of the
Transportation committee. He is a member of the Health and Human Services committee,
the Natural Resources committee and the Reapportionment committee.
In addition to his standing committee assignments, Huggins served from 1983-91 on the
Senate Transportation Study Committee, which reviewed the planning and funding of
Georgia's developmental highway system. He has also been a member of the Senate State
Parks Study Committee; the Joint Study Committee on Parks, Recreation, Historic
Preservation and Natural Areas; and the Senate Study Committee on Older Georgians
Huggins represents Georgia as an alternate member of the Environmental Quality and
Natural Resources Committee of the Southern Legislative Conference (SLC).
Huggins helped to steer legislation through the General Assembly which regulates the
establishment of hazardous waste sites and requires the Department of Natural Resources
to notify affected areas and conduct public hearings on the plan if requested by local
Born September 3, 1927 in LaFayette, Huggins graduated from West Armuchee High
School. He retired from the Georgia Forestry Commission in 1982 after 32 years as a
forest ranger. He previously served with the U.S. Forest Service from 1946-50.
Huggins is a member of the Optimist Club and the Chamber of Commerce and is a Baptist.
He and his wife, the former Annette Martin, are the parents of one son, Martin Cecil
The 53rd Senatorial District includes: Dade, Walker, and Chattooga Counties and a portion
of Whitfield County.
