A RESOLUTION proposing an amendment to the Constitution so as to provide that no general bill creating or increasing any tax, fee, assessment, or charge by whatever designation that is imposed for state purposes shall become law unless such bill is approved by two-thirds of the members elected to each branch of the General Asembly in a roll-call vote; and for other purposes.
