First Reader Summary

A RESOLUTION proposing an amendment to the Constitution so as to provide that when a sentence of death is commuted to life imprisonment, the State Board of Pardons and Paroles shall not have the authority to grant a pardon or parole to the convicted person, and such person shall not be eligible for a pardon or parole during such person's natural life unless the board or a court of this state shall determine that such person was innocent of the offense; and for other purposes.
