      SENATE RESOLUTION 639

                             A RESOLUTION 
 
  1- 1  Honoring Tommy Irvin and designating a portion of Georgia 
  1- 2  Highway 365 as the "Tommy Irvin Parkway"; and for other 
  1- 3  purposes. 
 
  1- 4  WHEREAS, Tommy Irvin was born in  Hall County and is a 
  1- 5  long-time resident of Habersham County; and 
 
  1- 6  WHEREAS, he is the dean of Georgia's constitutional 
  1- 7  officers, as the longest serving Commissioner of Agriculture 
  1- 8  in the state's history, and serving as president of both the 
  1- 9  National Association of State Departments of Agriculture, 
  1-10  the Southern Association of State Departments of 
  1-11  Agriculture, and twice as president of the Southern United 
  1-12  States Trade Association; and 
 
  1-13  WHEREAS, in his continuous service as Commissioner of 
  1-14  Agriculture since 1969, he has directed Georgia's leadership 
  1-15  to a place of national and international prominence as one 
  1-16  of the most progressive departments of agriculture in the 
  1-17  nation by being the first to tackle problems that not only 
  1-18  were causing severe economic loss for our state but also 
  1-19  posing human health hazards, while being constantly vigilant 
  1-20  of the fiscal interests of the citizens by developing one of 
  1-21  the most efficiently and economically operated agencies in 
  1-22  our state government; and 
 
  1-23  WHEREAS, he has provided distinguished service to public and 
  1-24  private education in this state as Chairman of the Board of 
  1-25  Trustees of Hazel Grove Elementary School, as a member of 
  1-26  the Board of Trustees of North Habersham High School, as a 
  1-27  member and Chairman of the Habersham County Board of 
  1-28  Education for almost 20 years, as a director and president 
  1-29  of the Georgia School Boards Association, and as a member 
  1-30  and Chairman of the Board of Trustees of Truett-McConnell 
  1-31  College; and 
 
  1-32  WHEREAS, he was elected by the citizens of his county to 
  1-33  represent them in the Georgia General Assembly for four 
  1-34  terms, and while there served as administrative floor 
  1-35  leader, chairing the House Industrial Relations Committee 
  1-36  and the Governor's Conference on Education, a member of the 
  1-37  House Appropriations, Education, and Agriculture Committees,

  2- 1  and sponsoring numerous pieces of legislation, including the 
  2- 2  constitutional amendment that allowed public funding of 
  2- 3  school lunch programs, and later served as the Executive 
  2- 4  Secretary for Governor Lester Maddox; and 
 
  2- 5  WHEREAS, he married the former Edna Bernice Frady in June, 
  2- 6  1947, and during their more than 50 years of marriage they 
  2- 7  have been blessed with five children and 14 grandchildren; 
  2- 8  and 
 
  2- 9  WHEREAS, prior to entering into public service, he had 
  2-10  developed himself into one of the most successful young 
  2-11  businessmen in northeast Georgia by the age of 25; and 
 
  2-12  WHEREAS, he has contributed back to his community and 
  2-13  society through religious and volunteer efforts as a Deacon 
  2-14  in Antioch Baptist Church, as Grand Master of Masons in 
  2-15  Georgia, as a 33rd Degree Scottish Rite Mason, and an active 
  2-16  member of the Shrine. 
 
  2-17  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  2-18  GEORGIA that the members of this body honor and commend 
  2-19  Tommy Irvin for his many years of dedicated service in his 
  2-20  professional, political, educational, community, and private 
  2-21  efforts for his state, his community and its citizens. 
 
  2-22  BE IT FURTHER RESOLVED that the portion of Georgia Highway 
  2-23  365 which runs through Habersham County from the county line 
  2-24  of Hall County to the county line of Stephens County is 
  2-25  designated the "Tommy Irvin Parkway." 
 
  2-26  BE IT FURTHER RESOLVED that the Department of Transportation 
  2-27  is authorized and directed to erect and maintain appropriate 
  2-28  signs so designating the highway. 
 
  2-29  BE IT FURTHER RESOLVED that such designation of the 
  2-30  above-described portion of Georgia Highway 365 as the "Tommy 
  2-31  Irvin Parkway" shall not affect the current designation of a 
  2-32  portion of U.S. Highway 441 as the "Blue Star Memorial 
  2-33  Highway" where the two highways are concurrent in Habersham 
  2-34  County. 
 
  2-35  BE IT FURTHER RESOLVED that such designation of the 
  2-36  above-described portion of Georgia Highway 365 as the "Tommy 
  2-37  Irvin Parkway" shall not affect the current designation of a 
  2-38  portion of U.S. Highway 23 as the "Thomas E. Watson Highway" 
  2-39  where the two highways are concurrent in Habersham County.

  3- 1  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  3- 2  authorized and directed to transmit an appropriate copy of
