                             A RESOLUTION 
 
  1- 1  Commending certain local, regional, state, and national 
  1- 2  governmental entities and associations for their efforts to 
  1- 3  improve records management practices and preservation in 
  1- 4  this state; and for other purposes. 
 
  1- 5  WHEREAS, numerous local and regional governments and 
  1- 6  organizations in this state have taken a leadership role in 
  1- 7  the important area of records and information management by 
  1- 8  participating in the Local Government Grant Program, 
  1- 9  including the municipalities of Albany, Carrollton, Columbus 
  1-10  Consolidated Government, Dahlonega, Eastman, Forest Park, 
  1-11  Gainesville, Grantville, Marietta, McRae, Savannah, Senoia, 
  1-12  Statesboro, and Tybee Island; the counties of Baldwin, Bibb, 
  1-13  Bleckley, Carroll, Cherokee, Clayton, Columbia, Heard, 
  1-14  Houston, Jackson, Jones, Laurens, Liberty, Morgan, Tattnall, 
  1-15  Taylor, and Upson; the Gainesville City School System; the 
  1-16  Chattahoochee-Flint and Heart of Georgia-Altamaha Regional 
  1-17  Development Centers; and the Georgia Records Association; 
  1-18  and 
 
  1-19  WHEREAS, these governmental entities and organizations 
  1-20  conducted successful cooperative projects to bring solutions 
  1-21  to the records needs in their communities; applied modern 
  1-22  management techniques and technologies, national standards, 
  1-23  and accepted professional practices to recordkeeping in 
  1-24  their cities and counties; and serve as models to other 
  1-25  local officials in Georgia; and 
 
  1-26  WHEREAS, the Office of Secretary of State, Georgia 
  1-27  Department of Archives and History, and the Georgia 
  1-28  Historical Records Advisory Board have worked to improve the 
  1-29  condition of Georgia's historical records and to increase 
  1-30  access to Georgia's documentary heritage by consulting 
  1-31  Georgia citizens, state and local governments, and 
  1-32  historical organization leaders to determine their records 
  1-33  concerns and needs; developed and implemented a strategic 
  1-34  plan to address records conditions across the state; 
  1-35  compiled, published, and distributed in print and on the 
  1-36  Internet a directory of historical organizations and 
  1-37  resources in Georgia; supported archival training and 
  1-38  educational workshops for records keepers; and awarded more

  2- 1  than $500,000.00 in state and federal funds for historical 
  2- 2  records projects across Georgia; and 
 
  2- 3  WHEREAS, the Georgia Department of Community Affairs, in 
  2- 4  partnership with the Office of Secretary of State, Georgia 
  2- 5  Department of Archives and History, and the Georgia 
  2- 6  Historical Records Advisory Board, has helped further these 
  2- 7  records projects through its Local Government Efficiency 
  2- 8  Grant Program; and 
 
  2- 9  WHEREAS, the National Historical Publications and Records 
  2-10  Commission has awarded more than $1.5 million in grants to 
  2-11  Georgia institutions and organizations over the past 20 
  2-12  years to support the preservation, publication, and use of 
  2-13  documentary sources relating to Georgia's history. 
 
  2-14  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  2-15  members of this body commend the 35 local and regional 
  2-16  governmental entities and organizations cited above, the 
  2-17  Office of Secretary of State, Georgia Department of Archives 
  2-18  and History, the Georgia Historical Records Advisory Board, 
  2-19  the Georgia Department of Community Affairs, and the 
  2-20  National Historical Publications and Records Commission for 
  2-21  their important contributions to help manage, preserve, and 
  2-22  make more widely available the documentary heritage of 
  2-23  Georgia. 
 
  2-24  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2-25  authorized and directed to transmit an appropriate copy of 
  2-26  this resolution to the 35 local and regional governmental 
  2-27  entities and organizations named above, the Secretary of 
  2-28  State, Georgia Department of Archives and History, the 
  2-29  Georgia Historical Records Advisory Board, the Georgia 
  2-30  Department of Community Affairs, and the National Historical
