                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Article 3 of Chapter 2 of Title 40 of the Official 
  1- 2  Code of Georgia Annotated, relating to prestige license 
  1- 3  plates and special plates for certain persons and vehicles, 
  1- 4  so as to provide for issuance of special "Give Children A 
  1- 5  Chance" license plates to benefit the Court Appointed 
  1- 6  Special Advocates (CASA) program for abused and neglected 
  1- 7  children; to provide for the design of such license plates; 
  1- 8  to provide for license fees; to provide for applications for 
  1- 9  such license plates; to provide for renewal of license 
  1-10  plates; to provide for the disposition and expenditure of 
  1-11  funds derived from certain fees; to provide for related 
  1-12  matters; to repeal conflicting laws; and for other purposes. 
 
  1-13       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-14                           SECTION 1. 
 
  1-15  Article 3 of Chapter 2 of Title 40 of the Official Code of 
  1-16  Georgia Annotated, relating to prestige license plates and 
  1-17  special plates for certain persons and vehicles, is amended 
  1-18  by adding a new Code Section 40-2-86.5 to read as follows: 
 
  1-19    "40-2-86.5. 
 
  1-20    (a) On and after January 1, 1999, motor vehicle owners who 
  1-21    are residents of the State of Georgia, upon application 
  1-22    therefor and upon full compliance with the state motor 
  1-23    vehicle laws in relation to registration and licensing of 
  1-24    motor vehicles and upon payment of the regular motor 
  1-25    vehicle registration fee and an additional initial fee of 
  1-26    $25.00, shall be issued a license plate for a private 
  1-27    passenger vehicle which shall bear the words, 'Give 
  1-28    Children A Chance.'  It shall be a requirement that a 
  1-29    county name decal shall be fixed and displayed on license 
  1-30    plates issued under this Code section. 
 
  1-31    (b) Upon transfer of the ownership of a private passenger 
  1-32    vehicle upon which there is a special license plate as 
  1-33    provided in subsection (a) of this Code section, such 
  1-34    plate shall be removed and the authority to use the plate

  2- 1    shall thereby be canceled; provided, however, that after 
  2- 2    such a transfer of ownership occurs, should the license 
  2- 3    plate holder acquire another motor vehicle, the license 
  2- 4    plate issued pursuant to this Code section shall be 
  2- 5    transferred between vehicles as provided in Code Section 
  2- 6    40-2-80. 
 
  2- 7    (c) Special license plates issued under this Code section 
  2- 8    shall be renewed annually with a revalidation decal as 
  2- 9    provided in Code Section 40-2-31 upon payment of an 
  2-10    additional $25.00 annual registration fee, which fee shall 
  2-11    be collected by the county tag agent at the time of 
  2-12    collection of other registration fees and remitted to the 
  2-13    state as provided in Code Section 40-2-34. 
 
  2-14    (d) Notwithstanding the provisions of Code Section 
  2-15    40-2-131, funds derived from the additional initial fee 
  2-16    provided by subsection (a) of this Code section shall not 
  2-17    be turned over to the state treasury but shall be turned 
  2-18    over to a Department of Human Resources special fund by 
  2-19    the commissioner within 30 days after collection.  This 
  2-20    special fund shall be known as 'The Court Appointed 
  2-21    Special Advocates Fund, Give Children A Chance.'  Such 
  2-22    funds shall be expended by the Department of Human 
  2-23    Resources solely for services rendered by a contractor 
  2-24    pursuant to a contract for training persons throughout 
  2-25    this state to serve as volunteer court appointed special 
  2-26    advocates for juveniles in deprivation proceedings held in 
  2-27    juvenile courts." 
 
  2-28                           SECTION 2. 
 
  2-29  All laws and parts of laws in conflict with this Act are
