                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 42-5-57 of the Official Code of 
  1- 2  Georgia Annotated, relating to institution or rehabilitation 
  1- 3  programs operated by the Department of Corrections, so as to 
  1- 4  provide that the department shall re-employ all full-time 
  1- 5  teachers who were employed by the department on  November 1, 
  1- 6  1996; to provide an effective date; to repeal conflicting 
  1- 7  laws; and for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Code Section 42-5-57 of the Official Code of Georgia 
  1-11  Annotated, relating to institution or rehabilitation 
  1-12  programs operated by the Department of Corrections, is 
  1-13  amended by inserting at the end thereof the following: 
 
  1-14    "(c) The board shall, not later than one week following 
  1-15    the effective date of this subsection, offer employment to 
  1-16    all teachers who were employed on a full-time basis on 
  1-17    November 1, 1996, in the same position and under the same 
  1-18    conditions of employment as such persons were employed on 
  1-19    that date; provided, however, that as an incentive for 
  1-20    such persons to return to the board's employment, the 
  1-21    board shall offer an initial employment bonus in an amount 
  1-22    equal to the salary the employee would have made if he or 
  1-23    she had been employed in his or her last position from the 
  1-24    date of separation to the date of re-employment." 
 
  1-25                           SECTION 2. 
 
  1-26  Notwithstanding any provisions of Code Section 1-3-4.1 of 
  1-27  the Official Code of Georgia Annotated to the contrary, this 
  1-28  Act shall become effective upon approval by the Governor or 
  1-29  upon its becoming law without such approval. 
 
  1-30                           SECTION 3. 
 
  1-31  All laws and parts of laws in conflict with this Act are 
  1-32  repealed.
