                             A RESOLUTION 
 
  1- 1  Commending D. Ray James on the occasion of his retirement 
  1- 2  and 85th birthday; and for other purposes. 
 
  1- 3  WHEREAS, D. Ray James, a resident of Folkston, Georgia, 
  1- 4  began his public service life upon his entry into the United 
  1- 5  States Army in 1941, where he served as an artillery officer 
  1- 6  on Guadalcanal, New Georgia, and Bougainvillea in the 
  1- 7  Solomon Islands, earning a battle star and several other 
  1- 8  commendations; and 
 
  1- 9  WHEREAS, he began his service to the children of Georgia as 
  1-10  a teacher and principal in the Pierce County School System; 
  1-11  and 
 
  1-12  WHEREAS, he personally donated land in Pierce County for a 
  1-13  Georgia Forestry Commission headquarters office, for a 
  1-14  football field for Patterson High School, and for the 
  1-15  Patterson Lions Club community room; and 
 
  1-16  WHEREAS, he moved to Charlton County in 1954 and continued 
  1-17  his public service as a principal in the Charlton County 
  1-18  School System; and 
 
  1-19  WHEREAS, he served as Charlton County Superintendent of 
  1-20  Schools from 1962 until 1979, guiding the school system with 
  1-21  effectiveness and understanding through a very difficult and 
  1-22  traumatic time of school desegregation throughout the South; 
  1-23  and 
 
  1-24  WHEREAS, he was elected Mayor of the City of  Folkston in 
  1-25  1981, which office he continued to hold until January 1998, 
  1-26  during which time he led the city toward the goals of 
  1-27  prosperity and economic opportunity; and 
 
  1-28  WHEREAS, he was instrumental in the construction of the 
  1-29  Charlton County High School, a pastorium for the Folkston 
  1-30  First Baptist Church, a street beautification program in 
  1-31  Folkston, the renovation of the Folkston Railroad Depot and 
  1-32  depot grounds, the purchase and preservation of the old 
  1-33  Mizell House in Folkston, the four-laning of U.S. Highway 1 
  1-34  from Waycross to the Florida line, the construction of a 
  1-35  railroad overpass in the City of Folkston, and the selection

  2- 1  of Charlton County as the site for the first privatized 
  2- 2  state prison in the State of Georgia; and 
 
  2- 3  WHEREAS, he is retiring as Mayor of the City of Folkston, 
  2- 4  and is celebrating his 85th birthday on January 15, 1998. 
 
  2- 5  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  2- 6  REPRESENTATIVES that the members of this body commend and 
  2- 7  congratulate Honorable D. Ray James for his remarkable 
  2- 8  achievements, his dedicated public service, and his lifelong 
  2- 9  efforts to improve the quality of life for all people. 
 
  2-10  BE IT FURTHER RESOLVED that the members of this body further 
  2-11  congratulate Honorable D. Ray James upon the occasion of his 
  2-12  85th birthday. 
 
  2-13  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2-14  Representatives is authorized and directed to transmit an 
  2-15  appropriate copy of this resolution to Honorable D. Ray
