                             A RESOLUTION 
  1- 1  To create the House Study Committee on a Pilot Project 
  1- 2  Family Court for DeKalb County; and for other purposes. 
  1- 3  WHEREAS, nothing is more important to the State of Georgia 
  1- 4  than the families of its citizens; and 
  1- 5  WHEREAS, under the current Georgia judicial system legal 
  1- 6  matters involving families are often heard before and 
  1- 7  decided by several different branches of the courts, 
  1- 8  depending on the nature of the particular matter; and 
  1- 9  WHEREAS, in some other states all or most matters affecting 
  1-10  families are heard before and decided by a single family 
  1-11  court, and interest has been expressed in a family court as 
  1-12  possibly presenting an improvement on the current Georgia 
  1-13  system when the judiciary must become involved in family 
  1-14  matters; and 
  1-15  WHEREAS, Article VI, Section I, Paragraph X of the Georgia 
  1-16  Constitution provides a mechanism whereby pilot programs 
  1-17  involving nonuniform courts may be established; and 
  1-18  WHEREAS, DeKalb County could be an appropriate candidate for 
  1-19  such a pilot project. 
  1-21  REPRESENTATIVES that there is created the House Study 
  1-22  Committee on a Pilot Project Family Court for DeKalb County 
  1-23  to be composed of ten members of the House of 
  1-24  Representatives to be appointed by the Speaker of the House 
  1-25  of Representatives.  The Speaker shall designate a member of 
  1-26  the committee as chairperson of the committee.  The 
  1-27  chairperson shall call all meetings of the committee. 
  1-28  BE IT FURTHER RESOLVED that the committee shall undertake a 
  1-29  study of the conditions, needs, issues, and problems 
  1-30  mentioned above or related thereto and recommend any actions 
  1-31  or legislation which the committee deems necessary or 
  1-32  appropriate.  The committee may conduct such meetings at 
  1-33  such places and at such times as it may deem necessary or 
  1-34  convenient to enable it to exercise fully and effectively 
  1-35  its powers, perform its duties, and accomplish the 
  1-36  objectives and purposes of this resolution.  The members of 
  2- 1  the committee shall receive the allowances authorized for 
  2- 2  legislative members of interim legislative committees but 
  2- 3  shall receive the same for not more than five days unless 
  2- 4  additional days are authorized.  The funds necessary to 
  2- 5  carry out the provisions of this resolution shall come from 
  2- 6  the funds appropriated to the House of Representatives.  In 
  2- 7  the event the committee makes a report of its findings and 
  2- 8  recommendations, with suggestions for proposed legislation, 
  2- 9  if any, such report shall be made on or before December 31, 
  2-10  1998.  The committee shall stand abolished on December 31, 
  2-11  1998.
