                             A RESOLUTION 
 
  1- 1  Expressing support for projects and programs of the Regional 
  1- 2  Transportation Plan; and for other purposes. 
 
  1- 3  WHEREAS, the development of the 20 year long range Regional 
  1- 4  Transportation Plan (RTP) is currently under way by the 
  1- 5  Atlanta Regional Commission as the designated Metropolitan 
  1- 6  Planning Organization for the ten county Atlanta region; and 
 
  1- 7  WHEREAS, the goals and objectives of the RTP are to provide 
  1- 8  for the accessibility and mobility for people and goods, 
  1- 9  attain regional air quality goals, improve and maintain 
  1-10  system performance and system preservation, and protect and 
  1-11  improve the environment and qualify of life; and 
 
  1-12  WHEREAS, there has been significant and meaningful public 
  1-13  input through various means including but not limited to 
  1-14  public forums, surveys, stakeholders, and professional and 
  1-15  citizen organization meetings. This input has a part in the 
  1-16  development of alternative regional transportation scenarios 
  1-17  and this input has been presented to the ARC board; and 
 
  1-18  WHEREAS, travel demand and emission results for the 1999 and 
  1-19  2005 analysis years have been presented to the ARC board and 
  1-20  public groups; and 
 
  1-21  WHEREAS, these results indicated that further analysis would 
  1-22  be needed to meet the air quality mobile source budget for 
  1-23  NOx by 1999; and 
 
  1-24  WHEREAS, projects and programs necessary to meet the air 
  1-25  quality mobile source budget for NOx by 1999 and 2005 
  1-26  include system optimization, bicycle and pedestrian 
  1-27  projects, a voluntary ozone action program, an aggressive 
  1-28  van pool program, a clean fuel bus program, annual 
  1-29  inspection and maintenance, 50 cetane fuel for heavy duty 
  1-30  diesel vehicles, designer fuel, and employer trip reduction 
  1-31  programs; and 
 
  1-32  WHEREAS, other agencies and organizations must participate 
  1-33  in the implementation of these projects and programs. 
 
  1-34  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-35  GEORGIA that the members of this body support the inclusion

  2- 1  of these programs and projects indicated for 1999 and 2005 
  2- 2  in the development of the long-range Regional Transportation 
  2- 3  Plan and urge their implementation. 
 
  2- 4  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2- 5  Representatives is authorized and directed to transmit 
  2- 6  appropriate copies of this resolution to the Atlanta 
  2- 7  Regional Commission, Cobb County Board of Commissioners, and
