                             A RESOLUTION 
  1- 1  Creating the House Study Committee on Child Support 
  1- 2  Collection; and for other purposes. 
  1- 3  WHEREAS, the number of children whose parents are divorced 
  1- 4  or unmarried has grown exponentially in Georgia; and 
  1- 5  WHEREAS, the General Assembly and the courts have devoted 
  1- 6  considerable time and effort in confronting the many 
  1- 7  problems surrounding adequate financial support for children 
  1- 8  of divorced or unmarried parents; and 
  1- 9  WHEREAS, the timely collection of child support is essential 
  1-10  to the well-being of many Georgia children; and 
  1-11  WHEREAS, a review and study of methods and procedures 
  1-12  currently used by public child support collection agencies 
  1-13  and by the courts or private persons for collecting child 
  1-14  support is needed; and 
  1-15  WHEREAS, such a review and study should be conducted with 
  1-16  the twin goals of improving services to the citizens of 
  1-17  Georgia who pay and receive child support and serving the 
  1-18  best interests of the children of Georgia. 
  1-20  REPRESENTATIVES that there is created the House Study 
  1-21  Committee on Child Support Collection to be composed of five 
  1-22  members of the House of Representatives to be appointed by 
  1-23  the Speaker of the House of Representatives.  The Speaker 
  1-24  shall designate a member of the committee as chairperson of 
  1-25  the committee.  The chairperson shall call all meetings of 
  1-26  the committee. 
  1-27  BE IT FURTHER RESOLVED that the committee shall undertake a 
  1-28  study of the conditions, needs, issues, and problems 
  1-29  mentioned above or related thereto and recommend any actions 
  1-30  or legislation which the committee deems necessary or 
  1-31  appropriate.  The committee may conduct such meetings at 
  1-32  such places and at such times as it may deem necessary or 
  1-33  convenient to enable it to exercise fully and effectively 
  1-34  its powers, perform its duties, and accomplish the 
  1-35  objectives and purposes of this resolution.  The members of 
  1-36  the committee shall receive the allowances authorized for 
  2- 1  legislative members of interim legislative committees but 
  2- 2  shall receive the same for not more than five days unless 
  2- 3  additional days are authorized.  The funds necessary to 
  2- 4  carry out the provisions of this resolution shall come from 
  2- 5  the funds appropriated to the House of Representatives.  In 
  2- 6  the event the committee makes a report of its findings and 
  2- 7  recommendations, with suggestions for proposed legislation, 
  2- 8  if any, such report shall be made on or before December 31, 
  2- 9  1998.  The committee shall stand abolished on December 31, 
  2-10  1998.
