                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Chapter 2 of Title 1 of the Official Code of 
  1- 2  Georgia Annotated, relating to persons and their rights, so 
  1- 3  as to provide that neither the State of Georgia, its agents, 
  1- 4  nor any of its political subdivisions shall use race, color, 
  1- 5  creed, gender, or national origin as a criterion for either 
  1- 6  discriminating against or granting preferential treatment to 
  1- 7  any individual or group; to provide an effective date; to 
  1- 8  repeal conflicting laws; and for other purposes. 
 
  1- 9       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-10                           SECTION 1. 
 
  1-11  Chapter 2 of Title 1 of the Official Code of Georgia 
  1-12  Annotated, relating to persons and their rights, is amended 
  1-13  by adding at the end thereof a new Code Section 1-2-12 to 
  1-14  read as follows: 
 
  1-15    "1-2-12. 
 
  1-16    Neither the State of Georgia, its agents, nor any of its 
  1-17    political subdivisions shall use race, color, creed, 
  1-18    gender, or national origin as a criterion for either 
  1-19    discriminating against or granting preferential treatment 
  1-20    to any individual or group." 
 
  1-21                           SECTION 2. 
 
  1-22  This Act shall become effective on the first day of January 
  1-23  following the approval of this Act by the Governor or its 
  1-24  becoming law without such approval. 
 
  1-25                           SECTION 3. 
 
  1-26  All laws and parts of laws in conflict with this Act are
