                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 50-27-3 of the Official Code of 
  1- 2  Georgia Annotated, relating to definitions for the "Georgia 
  1- 3  Lottery for Education Act," so as to change the definition 
  1- 4  of the term "educational purposes and programs"; to provide 
  1- 5  for an effective date; to repeal conflicting laws; and for 
  1- 6  other purposes. 
 
  1- 7       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 8                           SECTION 1. 
 
  1- 9  Code Section 50-27-3 of the Official Code of Georgia 
  1-10  Annotated, relating to definitions for the "Georgia Lottery 
  1-11  for Education Act," is amended by striking in its entirety 
  1-12  paragraph (8) and inserting in lieu thereof a new paragraph 
  1-13  (8) to read as follows: 
 
  1-14      "(8) 'Educational purposes and programs' means capital 
  1-15      outlay projects for educational facilities; tuition 
  1-16      grants, scholarships, or loans to citizens of this state 
  1-17      to enable such citizens to attend colleges and 
  1-18      universities located within this state, regardless of 
  1-19      whether such colleges and universities are owned or 
  1-20      operated by the board of regents or to attend colleges 
  1-21      and universities located outside of this state while 
  1-22      enrolled in an interstate, reciprocal program under 
  1-23      which out-of-state participants are charged tuition as 
  1-24      if they were residents of the state in which the host 
  1-25      college or university is located or to attend 
  1-26      institutions operated under the authority of the 
  1-27      Department of Technical and Adult Education; costs of 
  1-28      providing to teachers at accredited public institutions 
  1-29      who teach levels K-12, personnel at public postsecondary 
  1-30      technical institutes under the authority of the 
  1-31      Department of Technical and Adult Education, and 
  1-32      professors and instructors within the University System 
  1-33      of Georgia the necessary training in the use and 
  1-34      application of computers and advanced electronic 
  1-35      instructional technology to implement interactive

  2- 1      learning environments in the classroom and to access the 
  2- 2      state-wide distance learning network; costs associated 
  2- 3      with repairing and maintaining advanced electronic 
  2- 4      instructional technology; voluntary pre-kindergarten; 
  2- 5      and an education shortfall reserve." 
 
  2- 6                           SECTION 2. 
 
  2- 7  This Act shall become effective on July 1, 1998. 
 
  2- 8                           SECTION 3. 
 
  2- 9  All laws and parts of laws in conflict with this Act are
