                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Title 21 of the Official Code of Georgia Annotated, 
  1- 2  relating to elections, so as to prohibit amplified 
  1- 3  solicitation of votes which is audible in polling places; to 
  1- 4  provide a penalty; to provide an effective date; to repeal 
  1- 5  conflicting laws; and for other purposes. 
 
  1- 6       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 7                           SECTION 1. 
 
  1- 8  Title 21 of the Official Code of Georgia Annotated, relating 
  1- 9  to elections, is amended by inserting a new Code section to 
  1-10  be designated Code Section 21-2-602 to read as follows: 
 
  1-11    "21-2-602. 
 
  1-12    (a) On any primary or election day, no person shall 
  1-13    solicit votes orally using any equipment to amplify the 
  1-14    sound so that the amplified sound is audible inside a 
  1-15    polling place. 
 
  1-16    (b) Any person who violates this Code section shall be 
  1-17    guilty of a misdemeanor." 
 
  1-18                           SECTION 2. 
 
  1-19  Said title is further amended by by striking in its entirety 
  1-20  Code Section 21-3-480, which reads as follows: 
 
  1-21    "21-3-480. 
 
  1-22    Reserved.", 
 
  1-23  and inserting in its place the following: 
 
  1-24    "21-3-480. 
 
  1-25    (a) On any primary or election day, no person shall 
  1-26    solicit votes orally using any equipment to amplify the 
  1-27    sound so that the amplified sound is audible inside a 
  1-28    polling place. 
 
  1-29    (b) Any person who violates this Code section shall be

  2- 1                           SECTION 3. 
 
  2- 2  Notwithstanding the provisions of Code Section 1-3-4.1, this 
  2- 3  Act shall become effective on July 1, 1997. 
 
  2- 4                           SECTION 4. 
 
  2- 5  All laws and parts of laws in conflict with this Act are
