                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 21-5-31 of the Official Code of 
  1- 2  Georgia Annotated, relating to contributions or expenditures 
  1- 3  other than through a candidate or committee and disclosure 
  1- 4  of extensions of credit, so as to repeal the exemption of 
  1- 5  political action committees from filing disclosure reports; 
  1- 6  to provide an effective date; to repeal conflicting laws; 
  1- 7  and for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Code Section 21-5-31 of the Official Code of Georgia 
  1-11  Annotated, relating to contributions or expenditures other 
  1-12  than through a candidate or committee and disclosure of 
  1-13  extensions of credit, is amended by striking subsection (a) 
  1-14  of said Code section and inserting in its place the 
  1-15  following: 
 
  1-16    "(a) Any person who accepts contributions for, makes 
  1-17    contributions to, or makes expenditures on behalf of 
  1-18    candidates is subject to the same disclosure requirements 
  1-19    of this chapter as a candidate, except that: 
 
  1-20      (1) Contributions contributions from individuals made 
  1-21      directly to a candidate or his or her campaign committee 
  1-22      do not require separate reporting, except that; 
 
  1-23      (2) Contributions contributions from persons as defined 
  1-24      in paragraph (14) of Code Section 21-5-3 other than 
  1-25      political action committees which do not exceed $500.00 
  1-26      in the aggregate or which are made to only one 
  1-27      candidate, regardless of the amount, do not require 
  1-28      separate reporting,; and except that 
 
  1-29      (3) Copies copies of campaign contribution disclosure 
  1-30      reports do not have to be filed with local election 
  1-31      superintendents as required of candidates for membership 
  1-32      in the General Assembly pursuant to paragraph (1) of 
  1-33      subsection (a) of Code Section 21-5-34."

  2- 1                           SECTION 2. 
 
  2- 2  This Act shall become effective upon its approval by the 
  2- 3  Governor or upon its becoming law without such approval. 
 
  2- 4                           SECTION 3. 
 
  2- 5  All laws and parts of laws in conflict with this Act are
