A BILL to amend Chapter 5 of Title 40 of the Official Code of Georgia Annotated, relating to drivers' licenses, so as to provide for the issuance of a distinctive license to any person who is convicted of or who pleads nolo contendere to a charge of driving under the influence of alcohol or drugs; to provide for fees; to prohibit any person from selling, renting, leasing, or loaning a vehicle to any person who is a habitual violator as a result of alcohol or drugs; and for other purposes.
